For fifteen years, schools could count on a growing pool of graduates. That ended in 2025. WICHE’s Knocking at the College Door projections show the number of US high school graduates peaking in 2025 and then declining steadily, about 13% by 2041. The Midwest and Northeast are already shrinking; most states will see fewer graduates by 2041 than in 2023.
Fewer graduates means every school is fishing in a smaller pond, and the schools with the strongest marketing will take share from everyone else.
The 2025 federal budget law created Workforce Pell, which opens Pell Grants to short programs of 150 to 599 clock hours, roughly 8 to 15 weeks, starting July 1, 2026. The catch: programs must serve in-demand occupations, have run for at least a year, and show at least 70% completion and 70% job placement, with approval from both the state and the Department of Education.
When funding depends on completion and placement, your outcomes aren’t a footnote. They’re the headline.
