Privacy rules and ad-platform restrictions make healthcare the hardest category in digital marketing. Here’s how practices still grow.

In most industries, marketers track everything and retarget everyone. In US healthcare, that playbook can create legal risk and get ad accounts restricted. Three shifts define the landscape.
Tracking technology
In 2022, HHS warned that pixels and analytics on healthcare websites could expose protected health information. In June 2024 a federal court in Texas vacated the part of that guidance covering public, unauthenticated pages, and HHS dropped its appeal that August. Tracking on logged-in pages like patient portals remains risky, and privacy lawsuits over tracking continue.
Google’s targeting rules
Google prohibits personalized ads based on health conditions or treatments. That covers how audiences are built: remarketing lists from condition pages, intake forms or booking flows can’t be used to target people.
Meta’s restrictions
Starting in January 2025, Meta limited the sharing and optimization of lower-funnel conversion events, such as purchases and form submissions, for many health and wellness advertisers.
The practices that grow now aren’t the ones with the cleverest retargeting. They’re the ones patients find first and trust fastest.
Measure without exposing patients
Keep protected health information out of ad platforms entirely. Track outcomes inside a CRM and call system that will sign a business associate agreement, and report on booked appointments, not pixels.

Search ads and local SEO are driven by what people type, not who they are. Service and condition pages, a complete Google Business Profile and steady reviews capture patients at the moment of need.
Fix the front desk
Most marketing leaks happen after the click: missed calls, slow callbacks, paper scheduling. Online booking, call tracking and front-desk sales training often lift revenue faster than new ad spend.
