The year opened strong. February brought the best actual sales reading since May 2022. Then an oil-price spike in March pulled 8 of 10 optimism components down. Owners got cautious about expansion and capital spending.

Main Street hit its low point in May. Job openings and hiring plans fell to their lowest since 2020, while price increases climbed. By June, inflation passed taxes as the top problem (21%). Optimism rebounded to 97.4 as sales expectations improved, and 51% of owners still struggled to find qualified workers.

Optimism climbed back above its long-run average in July and held at 98.7 in August, but actual sales weakened. Hiring intent recovered (net 17% plan to add jobs), and labor costs eased as a top problem to their lowest since March 2021. The tightest constraint is qualified people, not demand for workers. New business applications fell 7.8% in August to 531,728.
